Activating receving call on IOS and Android App whil phone is locked or app is in closed in the background

Hi
I have an app (Arabic language) where client call another client after payment is done, now the client1 is not recieving client2 calls when the app is in the:
1-Backgorund when the app is running in the background
2-When app is closed
3-When phone is locked
Which means the client1 will not see the call only when app is in the front
I want a professional who can get the app notifcatio and calling working same as
1- Recieving call (Voice ,Video) when app or phone is closed, this is not working, like now it's not showing only when app is open
2- Text msg when receved through the app the user don't see the notification ( it's required to be like SMS)
