OpenELMS SQL install: virtual directory configuration - repost

This is a small project. I have a new VPS running windows server 2008. Most of the site will be run from plesk 11 to which I am installing openelms. The software uses SQL and files which are stored in a virtual directory. This part appears to be working ok other than with regards to the user permissions.

The purpose of this project is twofold: Firstly, set up the user permissions for the virtual directory so that the open elms directory can be accessed from the internet. Secondly, to link using active active directory with the openelms software as described in the elms manual - see here
