Simple CMS on Ruby Rails

Hi there,
I'm looking for a great developer with extensive knowledge in Rails to partner up on a project I have in mind for a very simple CMS. A CMS that would allow me to login through a URL like [login to view URL] and after a successful login, it would add tags to the title, post/content area with the use of TinyCME. If I click on the "edit" it would turn my content or title into an input box or TinyCME so I can edit and update it. There's 2 other pages that might need a small tiny bit of extra feature but not much. I don't want too much of admin back-end area, to give you the best idea something in the lines of Unify but much more simplified.
My budget for all of this is $250-$750 or lower. If read, bid with [read] Please show your previous Rails work, if you've done something similar the better and show me it. I'm on a budget.
