RAW (Bayer) image processing utility required

I need two small utilities for experimental purposes.
1. Input an image file - a DNG Raw (Bayer) file.
2. Using a 2x2 matrix, split the single image into four channels, one for each CFA colour - i.e. R G B G . These images will have no colour information - only luminance information.
3. Create a new TIFF file in CMYK colour space, using the four preveiously created colour channels for each of the CMYK channels.
4. Save the TIFF
N.B. This essentially takes the RGBG information of a RAW DNG file and inserts that information into the CMYK channels of a TIFF.
The resulting TIFF dimensions will be 1/4 of the size.
I understand that this newly created TIFF will look extremely 'weird', and colours will not in any way resemble those originally captured.
However, it should be a 'legal' file, in that it should be a file that Photoshop etc. can open.
SECOND APP
Must do the reverse.
Input the CMYK TIFF and convert into a DNG Raw file.
Since the two apps are not affecting, compressing or changing the pixel values, if an image is put through the first app, then back through the second app, it should be unchanged.
The resulting RAW file should again be 'legal' so that it can be opened in Adobe Bridge, Lightroom, etc.
Image resolutions.
The apps should work for files of different sizes.
They should run under Windows 7 - 64-bit
They should not rely on external libraries that need to be purchased.
