Write application for special printer (POC Sucessfully done by other freelancer)

Write software with:
- Central mysql / mariaDB Server on Webserver
- Clients can pull data on request from there and locally build w40sch messages.
- client that pull data on request form there and locally build HTML files for display
- on print command print of defined w40sch is done
- admin part like sync and purge.

The POC Programm source code will be provided for the core function of communication with the special printer.

In order to programm this i would like to have a designated person who i can reach over skype / whatsapp / QQi trough whole development process.
I have a detailes specification at hand and from there i would like to drive an agile way.
