Make a plugin to open images in new tab in browser instead of downloading them

I am using a plugin which generates images in woocommerce order page. On clicking the "Create" button, we get a save as prompt in the browser.
Instead of this prompt, I want the plugin to simply open the image in new tab. The save as prompt should not come. The images generated by the plugin are in base 64 format.
