There should be no spillover function enabled.
Admin should be notified by the system once any downline completes a stage(LEVEL)

Level 5 there are 3125 Members
The way of payment is cash in hand. So it would not be online. But Admin should be notified by system once any downline has completed a level and admin should be able to dismis the notification of downlines once they are paid.
Admin should also be able to post to website.
