Need an encoder and player for Flash Communication Server

I need an encoder and player for Flash Communication Server.

This is going to be used for one-way live broadcasts of a church service, no interaction on the viewer's part. The encoder will be at the church, the server will be co-located at EV1 networks, the player will be at dozens of client locations.

The encoder needs to have the ability to encode at multiple bitrates -using a slider. The audio also needs to be controllable by a slider w/ a meter. The encoder should be able to send high quality video and audio from a capture card or webcam. The application also needs to be able to store the encoded video (as the stream name) on the server. I need the video/audio stored so that I may allow access to it in our archives.

The player needs to be able to determine the bandwidth of the person logging-in (I've included a link to sample code below), and use the appropriate resolution/framerate/etc. of the video and audio feed. A volume control would be nice. I would like for the player to be able to pause and rewind the stream (locally).

The encoder and player need to be finished, but I want the ability to modify them as needed to match our website. I will handle the web design and server end of things, I just need the applicaitons.

I will need help with the initial setup, possibly by phone. I will call the coder and pay all long distance charges.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

The application will be written in Flash MX 2004 for the Flash Communication Server 1.5. I need the player to work on all operating systems. The encoder will be running on Windows XP pro. Server is running on linux.
