Need to Change Shipping for OsCommerce Site

Hello, I need to make specific shipping costs for different zones. Id like to have a flat rate for all US and Canada orders, and for international shipping I'd like it to be 14$ for all orders under 3 lbs., and 35$ for orders over 4 lbs.
My USPS module doesnt seem to be working correctly. IF someone choses parcel post for 30$, it changes it to most expensive form of shipping.
