build me an sync app for android and windows desktop

I want to build an android app which is capable of projecting the laptop screen on to the mobile device as if the mobile acts like another display device for laptop or desktop [url removed, login to view] the app have a counter software on the windows desktop which enables the projection of mobile screen onto the laptop/desktop. the cross-devices projections can be through internet or data cable.
