Offshore IT Company Establish Advice

I'm looking to establish a company that will be offshore as I don't need it to operate from my country. I am from Saudi and we will have 15% VAT by next month plus Zakat payment. My company will develop public apps for Shopify and will receive 80% of the merchant subscribe to my app. The payment will be sent to my PayPal account which has some restrictions according to the attached file. The workers until now are freelancers. However, I might consider employing or outsourcing from India and Eastern Europe so I will need to initiate payroll and transfer money to them. I want my company to trusted and tax free. RAK is one option but I am afraid of cross VAT agreement between UAE and KSA. Also, I need a trusted bank option to get my money to Saudi and not blocked. I need an advice on all of this on how a trusted agent to form my company and bank account remotely. Also, recommend the best and trusted agent to work with. The freelancer must have very strong legal and tax background. Also, helped legally forming information technology companies and PayPal restrictions transfer and payment.
