City Roads Database using Google map

I want to create a road database in a city using google map.
Requirement:
1. Select City
2. Select two points on a road; first point as a source point and another point as a destination point.
3. Provide description for above selected road and save to database.
4. Likewise save other all the roads.
5. Next time when I click on anywhere on saved road, it should display its information from database.
6. if road doesnt exist in database, it should display the message that it is not present in database.
