Mobile App Development - Minor Feature Development for Quality Check

I am looking for a mobile app developer to assist with a large app (16 screens) which starts with VIN Scanning. I do have another project here - Before that I want to test quality mind set and skills by offering this minor feature development project which is building block for my app.
The app will be for both iOS and Android platforms. The main feature I need developed is a VIN scanner using non-commercial SDKs/APIs. End user can scan this using camera and I want quality mind (not feasibility of app or features) but how you think of end users. They will invariably point camera to anything.
I do not require any additional functionality beyond the VIN scanner.
The ideal candidate should have experience in mobile app development for both iOS and Android platforms. They should also be proficient in integrating non-commercial SDKs/APIs into mobile apps and quality minded.
