Illustrate a T-Shirt Design

We have come up with a design for a T-shirt that we need a skilled illustrator to create.
We require a small drawn scene of a party with caricatures of 5 specific real world figures.
The main concept is to parody an existing humorous T-shirt, the Communist Party (Attached large image, red background).
Instead of the five individuals in the photo, 5 others are substituted, doing different activities.
The T-shirt design itself will be printed on Green, the final image created will be a 3508 x 2480 px image with transparency, black, white and gold elements.
Person 1: Ron Paul
Ron Paul is celebrating, with a similar body position and facial expression to the "it's happening" gif (attached). In one hand he holds a can of "XXXX Gold" Beer (image attached, beer can should be drawn in 3 available colours - the four X's and the Gold should be prominent on the can).
Person 2: Ayn Rand
Ayn Rand is smoking, and visibly shrugging, disdainful of the events taking place. She can be slightly set back from others, as if not fully engaged in the events.
Person 3: Ludwig von Mises
Ludwig von Mises will have a lamp on his head (the same lamp as in the parodied red shirt) and is making V symbols with his hands, partying hard. Very similar to the image of him in the concept image (but not exactly the same, as with all of them).
Person 4: Milton Friedman
Milton Friedman is celebrating, throwing money in the air and "making it rain". He holds a can of "VB" beer in one hand (image of can attached, beer can should be drawn in 3 available colours - the VB should be prominent on the can, green elements can use the T-shirt's underlying colour.)
Person 5: Murray Rothbard
Murray Rothbard is sitting/squatting on a case of XXXX Gold beer (Picture of case attached). He holds a can of this beer in one hand. He has a playful / self-amused expression on his face.
A compositional concept (without dummy illustrations) is included to give the overall feel as well as the basic relative positioning of the elements.
