Draw System - Email Based

I need an application through which user can register and need to pay some amount through paypal at the time of registration. An email can be used only once.

I can summarize the system requirements in following points:

1) I need a mobile basic application,if we can have in a website will be good.

2) User can register his/her application for the email draw.

3) Registration info require ,last name,first name,email,cellphone,date of [login to view URL] a attach file,

4) We don't need a email verification, because they will pay through paypal

5) Admin will decide ,by time ,or by numbers of people registers.

6) There will be a an admin section by he/she can decide the number of registration require before proved to draw

Fee to paypal no problem
