Re design dialer Goautodial

We are a telemarketing company running Goautodial 3.0.
PLEASE make sure you know what Goautodial is before bidding.
I am looking for three different tasks to be fixed on our dialer.
1. Export of Å, Ä, Ö. In our language (Swedish) we use Å, Ä and Ö. These letters does not appear as Å,Ä and Ö when exporting data, they show up as "ô]#". So I need that to be fixed, that excel exports shows correct letters.
2. Graphic design of user interface.
Today our user interface is very slim and not very "nice", we would like some professionell graphic desgn updates on the user interface.
3. Limitations of admin users. I need to able to create admin users with limited access to the back end of the dialer. (There is suppose to be such function in Goautodial but I haven´t been able to figure it out yet)
