Convert existing Wordpress theme into responsive theme

My company created a website that is needing to be mobile friendly. Our template is not designed for responsive browsing. The job requires the developer to work around existing CSS styles to include modifications for making the theme responsive. There is some flexibility in the changing to the theme to make modifications to the CSS easier to handle.
