Bitmap to Vector Illustration

I have a low-res bitmap image that I need recreated or 'traced' as a vector file. I'm including the initial file. The vector should be as close to an exact copy as possible! (No Adobe Illustrator 'auto' tracing!)
The original file is in the public domain so there are no copyright issues. I take full responsibility for this and the winning illustrator is exempt from any copyright responsibility.
