Google Analytics Setup and Consultation (more Advanced stuff)

I'm looking to hire a Google Analytics expert ASAP to setup (and consult) Google Analytics for one of my websites. I already have basics setup including Google Tag Manager, but I'm needing more advanced tracking, events, reports, etc.
This is a Membership Only / Events website so everything has to be focused on Users* or at least UserID (which i also already have set up)
Our primary focus is tracking Users and the Pages they visit.
Users: login/logout, pages visited, length of visits, media interactions (videos).
Pages/Posts: Who visited each page, length/average of visits per page, interactions on page, etc.
We don't do any conversion tracking nor Acquisition tracking.
*I understand userid tracking is very restricted in GA so if we need to do stuff outside of Google, that's okay. Even if we get UserIDs, I can cross-connect them outside of GA. I'm open to options.
