coder for fixing existing project

The existing project is a multithreaded autosubmitter with an Excel connection, it gets the info from an excel file, and submits it to 2 sites. The original coder doesn't respond to my questions anymore, so I have to find someone else.
There is however a problem with the submitting to the 2 sites. For the first site, it submits, and everything gets received by the site(you can't resubmit stuff that is already submitted, and you get that error after submitting for the first time), BUT everything you submit doesn't show up on the site.
I think there is some protectionmechanism for submitting the info too fast or something like that, but I'm not sure.
With the second site, the problem is very new. It used to work before in a previous built(which I don't have anymore, so I'm not sure if something has changed in the code of my program, or on the site, that causes the problem), but it doesn't in this one. The program gives an unknown error(every error the site can give is defined in the program), but I don't know why.
There might be some other small errors that I'm not yet aware of.
I'm looking to spend a max of 50 $ (the original program costed me 100$)
