Amending a Code within Header.php

We have a plugin that has been working inconsistently on our website. We have located the source of the problem down to a JQuery Code within the Header.php. Upon removing this code although the plugin (Gravity Forms) works completely our Mobile Responsive version crashes. I have uplaoded a copy of our Header.PHP below. We need someone to amend the code so we can have our mobile responsive running AND the plugin running.
