Microsoft Networking Expert Needed To Troubleshoot Small Business Network Issues

I need someone experienced with windows networking in a business environment to troubleshoot issues we have been having. I do not run a windows server or domain controller or use any group policies but we have been having file sharing issues since SMB 1 was disabled via windows update due to security concerns. Also we have been having issues with our internet connection going down for a few seconds at a time intermittently, I setup a tracert script that runs when the internet goes down which shows the connection fails immediately after the router which I take to mean our ISP is to blame but I would like someone to confirm that the problem is external and not internal as we are getting some dropped voip calls and downloads/uploads. Most workstations are running windows 10 pro. We also have a Synology NAS and Router. For internet we use a spectrum cable modem (100x10). We have a combination of wireless and wired clients, the wired clients are connected to netgear pro safe unmanaged switches with half to a 24 port switch and half to a 16 port switch that then also connects to another 4 port switch which in turn serves several HP Enterprise printers. For the first issue the ideal candidate would be someone with extensive windows and windows networking knowledge, you should be familiar with SMB, NetBios, WINS, NFS, etc.. For the second issue it would be anyone with with experience working with something like wireshark or other similar packet capture/analysis tool. You would log into a remote desktop connection I will setup so that you can trouble shoot the issues.
