Re-vamp a website

We have an application that uses Python to run a script to insert news stories into a web page. The css is included into the html file produce - so it generates just one html file with all css and java included. This is then sent to remote users who cannot access internet (ships at sea). They simply open in browser to view offline. All stories are held in basic text files and then inserted one ofter the other when the python script is run. There are 2 templates - [login to view URL] and sub.html. The [login to view URL] holds the info that the python script uses. The [login to view URL] has all style code, etc - refer to the one attached. The existing [login to view URL] was created during development but we would like to jazz it up a bit to make it appear more interesting. We are limited by use of graphics - too many and file size is too big. I would like to have some tickers - if that can be done simply. I have a few ideas shown in the document attached. Basically we need someone to jazz up up the existing [login to view URL] file - a few graphics, ticker if possible - news portal feel. The sample site shown is very black and white - we would like a bit more blue color. If it can be responsive for other BYOD devices great. Price is tight for this budget - but could lead to more ongoing work - we produce 20 regional editions daily.
