Build a Prestigious Website inside CMS (Mainly require HTML, CSS, Jquery - No PHP)

We are looking for a team to help implement a Front Page design for our company website and design and implement any subpages. We have the photoshop design ready for the front page however we need someone to code the HTML, CSS and JQuery within the Drupal CMS framework (this will be relatively easy).
Milestones will be set on a section per section basis, as you build the section to our requirements we shall release the milestone. Note that this project is long term as certain sections of the website requires collaboration with the Drupal Architect who has limited availability. You will need to add HTML code to Drupal Panels (a relatively easy task), and adjust the CSS accordingly. We are looking for people (or team) with experience with responsive design, jQuery animations of elements etc, great CSS and HTML and basic Drupal.
Required Skills:
Expert HTML and CSS
JQuery
Design Implementation Skills
Basic Video editing skills
Basic Knowledge of Drupal Panels and Views (very easy to acquire)
Website Design Skills
Specifications: The specifications will be in the attached document.
Timeframe: We are looking for this to be completed within 6 to 8 weeks. Subpages will have to be designed too and there will be specific milestones for this.
