Website Transfer redevelopment from html static to php database driven

I am looking for bids to do a site overhaul. The website which will be overhauled is [login to view URL] It is currently in an outdated design, that is mainly built with html. We are looking for several things. #1 someone to design the layout of the website. You ideas are welcome but we are looking for something like simple and clean such as [login to view URL] It does not need to be flashy, but it does need to be clean and easy to navigate, database driven and written in php. The link structure will be very important and you will have to be able to structure the design layout in a way that complies with certain seo standards that we have. The site must have a CMS so that inputting data into the database is simple and easy. #2 The site must be secure and you must be able to properly configure the shopping cart purchase currently on the site which occurs after they pass the exam. You must be able to integrate this with the google adwords conversion tracking and analytics for each state. #3 The site must be able to interact properly with the current exam script being used. #4 designer must be able to manipulate .htaccess to correctly redirect all incoming links that will broken so that pagerank and link value is not lost. #4 we are looking for someone who can transfer the large amount of data entry to the new site. There is a large number of etext books that must be transferred using the new content management system. Please bid on this portion at an hourly rate. Please do not worry about what to put as a project bid for this part. Simply state what your hourly fee would be to transfer the data.
