Create survey drawing set in Autodesk Civil3D

We are an ecological restoration company, supporting efforts to restore the ecological integrity of Louisiana's coastal system. I recently performed a shoreline transect survey, and need a drafter proficient in Civil 3D to translate my survey points into a plan view and cross section drawings. I'm looking for 11"x17" paper size drawings, generally consistent in style with the included reference set. Drawing set should consist of a plan view, then as many cross section sheets as it takes. I surveyed about 50 cross sections. Survey points are attached in two separate csv files. This is as much about efficiently producing the drawing set on a title block as it is about processing the survey data. I'm specifically requesting use of Civil 3D so that I can process or edit in the future. Deliverable should be in both pdf format and Civil 3D .dwg format. The freelancers should have access to auto civil 3D software. Also, I need to calculate elevations for the tidal datums (MHW, MLW) so that these can be shown on the cross sections.
