Hola,I'm a vastly experienced C/C++ engineer. Can I ask- what does this Linux software do, at a functional level? Did you know that "wrapping"" Linux/POSIX code is not really an option; instead, one has to use a cross compiler to compile the code for Windows; using MinGW, MSys2 etc. once I know how complex the Linux code is, and what kinda POSIX dependencies it has, I can advise you on how best to proceed forward, to get it to build for Windows.

To perform the porting we would need to study the feasibility of project like libraries used are available in windows, the compiler compatibility etc. We will need to convert the makefiles in Linux to the windows tools or suits. If possible could you kindly share the language of project used and how much is the code base. The timelines can be decided based on the code and project complexity.
