C# and Unit test expert needed

I am looking for a C# expert who is also an expert in writing unit to write a small application which will not take more than 2-4 hours. This small application is to shortlist a developer for my bigger application which I will award him after successful completion of the project.
The project must be checked in to GitHub right from the beginning so that I can review the code quality, use of SOLID/DRY principles and strong use of Unit testing of the code.
I don't just want someone to write the code in 1 file but looking for someone to use a proper decoupled architecture to create this application.
Strictly looking for the individuals and not the companies because I don't want to pay more than INR 2000 for this task so don't do the blind biddings.
