Proprietary CNC File Exchange Platform

Hi, I am looking for a cloud/web based file exchange platform similar to Freelancer (but on a much more focused scale) to connect my company's machine owners with one another (approximately 6000 machines worldwide, so approximately 6000 possible users). The idea being is to have machine owners in the west post projects in the cloud /web where programming charges are very expensive. Machine owners in low cost countries can then bid on the design / nesting/ clean up of .art, .fastcam, .corel, .gcode, .autodesk etc. - I believe I would need a payment service included like Paypal, etc. - I would like the files to be encrypted so that only once payment is made, the file can be 100% unlocked and used on our CNC machines by the buyer. - I would like identities of the machine owners to be anonymous so that they must use the platform -Some large projects will require only a certain model of our machine to be used, so I would like users of the platform to profile their machine and model so that machines in low cost countries could possibly get work from project bidders in the West...
