I am interested in building a deep packet SSL inspection tool that is hosted on the cloud.

1. A tool that does not require a CA installed in each of the device to create MITM

2. Inspect ALL your traffic, both outbound and inbound byte, even including hard-to-inspect SSL traffic

The basic approach is to forward all web traffic to a proxy server where the SSL decryption and inspection happens.

I can provide some examples to short listed candidates.
