VIN Decoder API & Excel to REST API automation tool

I have a specific need for uploading client's Two Excel files into this tool which calls series of my REST APIs. Basically I need client to upload his/her information in two specific REST API calls (field=value) and instead they are giving me two excel files of their own so I need to parse, use specific columns and make my own REST API calls.

See process below. Read it before you bid it.

1) One Excel file has Car Model/Year and Amount (call it discount).. let's say 4 models, 20 discounts total

2) Another Excel file (Inventory) has list of VIN numbers with other attributes (VIN=car's unique identifier) - Let's say 100 cars/VIN# entries

Processing:

1) Upload inventory file #2 by using my REST API#1 (AddProductDeal API - pass 9-10 parameters/ columns from inventory file - 1 call per row - we will use API for 100 times for given example) -

2) From inventory file#2 get VIN#. Decode VIN using industry standard VIN Decoder API (I can help find if you can not) to find model/year of the car..

3) From model/year found, search file #1 using that model/year and find discounts if any for that car.

4) Make SendDiscount API calls (REST API#2) by combining all applicable discounts for that car model/ year from file #1 and for each car in Inventory ... so combine 4-5 discounts for that car (model year) which is represented by VIn# in inventory #2. Do this for all 100 cars.

End results:

My backend server will have all the information about all cars/ inventory as well as all applicable discounts for all cars
