Repair python based automation program

I have a python-based program to order contact lenses:
1. It presents a form to enter the name and date of birth of the consumer
2. It then checks an Excel database for prior orders by the consumer.
. If there is a prior record it will populate the information from the database and wait for confirmation.
. If there is no prior transaction, it will:
. Draw the demographic records from an online practice management program
. Draw the date of the last visit from another online electronic medical records program
. Ask for credit card input from the user
3. It then places the order on an online program
. If there was previous order it will locate the prior order and ask to confirm or change
. If it is a new order, it will populate the program with the above information and ask for the items to be ordered
4. It will add the order to the database
5. Create an invoice in Word
6. Create a credit card charge with an online program
7. Combine the receipt from the charge and the invoice into a single PDF
8. Send emails to the customer:
. - confirmatory
. - a reminder to order more that is sent out in the future based on an algorithm
. - a reminder to make new appointment (also based on an algorithm)
The coder that designed this program is no longer available on Freelancer.
The program is not working properly. I would like to:
. - repair it
. - make it more robust and less inclined to disruption; perhaps create a graphic interface (?)
The program is very long and not easily attached to this posting
Time to completion is important. Please factor this into your proposal
*** I will only release a milestone at the FULL completion of the project. I will not do partial releases of the milestone
