Develop a mapping application for a piece of software that is under development

I am a GIS contractor, and I am working with a client who is developing a piece of software for which he would like to integrate a GIS mapping functionality. I developed a methodology, using desktop GIS software, as a proof-of-concept, and now he would like for this to be integrated as a module into his software. The client has a team of programmers (working in Python) and developers working on this, but they are inexperienced with GIS development. My own background is primarily in spatial analysis, so I am not able to create such a module. As such, I am looking for someone who can take my methodology and implement it to deliver a GIS interface that will allow the end-user, who will have limited knowledge of GIS, to:
(1) upload his own address data (or work with existing census data),
(2) georeference his address data (we propose using an open source python script, which I can provide to you), and view it in a map viewer,
(3) check the quality of the data, and update it as necessary, in the map viewer
(4) run analysis on the data,
(5) visualise the outputs at different scales
(6) click on a polygon and obtain additional information in a popup, including graphs (e.g. pie chart showing breakdown of buildings by age for that polygon).
The GIS module should sit comfortably in the existing software, which is under development. The outputs of the existing software that will be required as inputs into the GIS module are KPIs, that will be multiplied by variables in the users input database or in existing census data.
