GUI program to control devices over the serial port

Overview: We are developing a GUI that can control the serial/COM port for up to five different devices simultaneously. The project must be completed using Python 3.2 and tkinter. I expect the winner of the project to provide IN DEPTH commenting on his code. I am a developer that is learning python on the side, and therefore I will be building off the code I'm provided. Accordingly, code that is not commented is useless to me and I will not pay for uncommented code. I expect at least one comment for every three lines of code. Please see the attached project specifications and images for all of the information. Getafreelancer would not let me include more than 4000 in this description, which is barely enough to get across what I need to get across. Note that all of my drawings are very rough drawings, and I expect the program to look far more perfect / flawless than the mockups I have provided. Feel free to inject your own creativity into the design, too. While I require all the essential elements I discuss below, if you think certain colors or button designs are more professional or would work better, feel free to make those changes.
