xenforo add on to be developed

we need an installable addon/ plugin to be developed for Xenforo forum software that would follow their instruction so it would not cause upgrade issues at anytime , we will try to install this on previous version so that we can test the upgrade to see if it would work without an issue . it is based on php so if you good at it , have a look xenforo addons already been made , Budget 100$ for this will call the plugin "REPORT" this will work for threads and for user profiles in the same manner and extra option will be added to the existing report button exist in the forum ... we want people to be able to report threads to be deleted 1-)in the addon settings page we should be able to edit displayed text belongs to the addon 2a-) in the addon settings page we should be able to edit Removal period , ( let say we entered this 7 so the thread will be shown in the Removal period lists for 7days before removed and pushed back into the thread approval queue ) 2b-) number of reports needed for a thread to trigger the addon to add thread into the removal period lists before remove and push back into the thread approval queue (removing actually sending the thread back into approval list so we can review if really needed to be removed ) 3-) Removal period warning message , we should be able to edit this in addons page 4-) informative text in report popup should be able to edit via addon page in the addon;s settings page not somewhere else .. so all settings belongs to addon should be inside the addon page . example scenario settings 7days for removal period set 10 is set for number of reports needed to enable the addon for that thread so if we put this into a scenario 10 user reports NEGATIVE thumbs down for the thread001 and warning message is starts shown and in 7 days if there is no positive report thumbs up for the thread001 to reduce the negative reports less than 10 it would be removed from public and pushed back into threads approval queue for admin to chose to approve the thread or decline for it to be removed as normal.. so same scenario should work for users profiles too so this add on will work on xenforo Cron every hourly checked it will add positive and negative buttons into report popup of existing report feature in the xenforo with an informative text .. you will have to set this on your own server and we should be able to test and install to test the installation process via teamviewer once it is ready etc before releasing milestone ..
