is this correct: You want a page with a counter that increases each time someone visits the page, the page contains also a sort of table where rows are links and columns are: url, button (probably changes its style according to status active or inactive), active time and the required traffic count the links becomes actives when the main page's traffic counter reaches the right number + the time is correct.
