very small php fix that will lead to many bigger php projects

Hi, this is very small project that will open to a second bigger project Bigger project is that website [login to view URL] is a fully custom php mysql programmed website done 7 years ago so it’s running on PHP 5.6 however hosting providers are updating their system and wont longer accept old version. So I will need to redo the whole website to be compatible. The first project is simply to see if you are able to fix some minor issues on a php website in French language. It will also let you look at the coding, this way you will know if you are ready for second project. Once second project is done there is many other projects coming since this website is old, it needs to be updated for mobile. Website helps models find photographers so it works like a dating app with a custom message system. So first basically is for fixing minor problem. When users use the messaging system they receive a message at their email address saying they’ve received a message and they can read the message directly in their Hotmail or [login to view URL] inbox. I would like to be able to turn on or off this feature. Meaning that depending on administrator I would like to be able to turn off the message in the email inbox. Users will only receive a message that says they’ve received a message on [login to view URL] but NOT showing the message. This way user NEEDS to log in [login to view URL] to see this message. However since I am not sure this feature will be popular I want to be able to change it back with the switch of a button in case users complain. At the same time you fix this problem, there is a little bug with the French accents. In French language we use éèç , right now the messages are not showing proper accent. Could you fix this, I am sending image of bug. So provider will be given access to host. Once he checks the coding and tell me he can do the project I will create milestone.
