Small Portal Build

I am looking for a PHP developer to build a basic backend and front end project. Description: We're building a simple portal where we upload web design work, it is then audited and reviewed by the client and they can provide feedback on the designs. An admin can create a new project and upload files, whereas a standard user can only view the project. Admin - 1. We need to be able to add/edit/delete a user 2. Add/Edit project 3. Upload files to project - Project is simply a name, a md5 hash for the URL, and a price. 4. Change the status of a project 5. There are 2 Account types, 1 = Admin, 2 = User Front End: 1. There are 8 stages on a progress line, depending on the status (progress) Each stage will show a different screen. Most screens are just text though. 2. There is 1 multi step form and upload fields for the user to fill out which will save the information to a JSON file and if it's saved or submitted, will save and read from the JSON file. The images are uploaded to a folder with the same name as the md4 hash and read from the folder when showing. 3. In the second step, we simply show a message that it's in the next step. 4. the next step we show a list of uploaded design files, they can then click the design file which opens up a bigger version with a sidebar where they can click on parts of the image and leave comments based on what they clicked on. The rest is messages and so forth. nothing complex. It's an EXTREMELY simple project, it's not a major thing. I have full HTML done, all you need to do is the database and scripts. This cannot be done on any framework, vanilla PHP only.
