Process XML files into MySQL

I'm uploading XML files (see example) of invoices to my FTP from my ERP.
IMPORT
I want to process them and and import them into a MySQL database and then move the file into processed folder if sucessful. If failed moved into a folder which indicates files, not processed.
UPDATE
Also if a file with the same index/invoice number/same document number is processed, then process them and update the database record with the changes.
Desired structure is to process them into 3 tables:
- Customer table (Customer Number, Name, Adress, delivery adress, phone, etc)
- Invoices (With the OOI_HEAD information in the XML file) and then connect them Customer number.
- Articles ( With the OOI_ROW_ information ) and then connect them Invoice number and Customer number.
Then put a cron-job on the server to process them every 24 hours.
