I need a video game private server

Hello freelancers, I've been wanting something for a while, I've been procrastinating on it for some time, and it's never occurred to me to ask here or anywhere for help, but there's something I'd like to be done. I've been wanting a private server from this video game called Ragnarok Online, there's plenty of them out there. I want mine to be Resident Evil themed. I've tried doing this several times, but I find it a little difficult since I'm not experienced with MySQL and all the steps required to get this done up and running without errors. There's plenty of guides out there online on how to do this, it requires a few things to download, (I won't provide any files here, but they shouldn't be hard to find on Google) but all I ask is to build the private server and send the files to me as I check to see if it can go up and running working online. All I know that I remember that's required to do this, is that it needs something with MySQL to register/login accounts, the korean client and some English patching I believe, sorry if it all sounds complex, but I barely know how to make the server, I bought one a long time ago already made and it was fun is all I know, but had some problems. Anyways, I'm not sure what all skills are required for this, sorry if it sounds messy, but I don't have much administrative skills, would be nice to learn. I wanted to put zombies all over the main town prontera after it's built, but I can probably attempt to figure that on my own. Also, I don't have much money, like $20-30 maybe I can offer, and if it's done really well how I wanted with maybe a little tutoring on how to navigate some things, then I can throw in a bunch of used video games I have (15 3DS, 6 PS4, 8 PS3, 3 Wii U) as many as wanted. I don't know how long putting everything together should take, I would say 5 hours at least with learning how to do it, and some time to download the files (the whole game client itself is around 1-3GB I believe) But yeah, send your offers, I guess the most experienced person that knows what I'm talking about can win this bid, this is my first project, and I just wanted to come up with something I'd like and I can't think of much.
