Modify Marketo Cookie via JS

I need to have some code developed for a site to capture some data when a form is filled out. My client uses Marketo, however, they do not leverage Marketo forms. Because of this issue, I need to have some code written to associate the Marketo cookie ID with the person who filled out the non-Marketo form. The client also has their own cookie that we may be able to leverage to associate the cookie. The client has three different types of forms that could pop up on the site, standard HTML form, Sitecore forms, and jive forms. I would need to have the script run for all three form types. (I am open to changes if this process is not able to happen exactly, as long as the ned result is the same.) 1- person visits page 2- script checks to see if the person is known by Marketo, if yes. Stop, if no move on. 3- script checks client cookie to see if they are known, if yes -step 4, if no - step 5 4- pull email address from client cookie and submit associate lead API call into Marketo. 5- wait for form fill 6- the person fills out a form 7- grab email address from form, submit associate lead API into Marketo. I am looking for a quote in hours or a flat rate price, along with a timeline to complete the project. Also, list any requirements you have to complete the project.
