Mautic Expert needed for installation and configration

The project brief:
We are building an online service that helps people find cars that are for sale online. On our website, they enter a form with their contact information and information about the car they are looking for. This information is stored in a database.
We use web crawlers/web scraping and APIs to gather information about cars that are for sale online. This information is also stored in a database.
We use some kind of script to find matches between cars for sale and the cars that people are interested in buying. The matches are transfered to another database.
Contact details and information about the match should be imported to Mautic and an email should be sent out to the customer containing a link to the car that our system found.
Our business model is that we sell advertisement space in the automatic emails. We want to be able to customize the ads, for example we want to be able to show one ad if the matching car is >10 000€ or if the model of the car is BMW. We believe this can be achieved using segmentation in Mautic.
As we are going to charge our advertising customers by sent and opened email, we need accurate statistics per segmentation (sent emails, open rate, etc).
