Joomla Plugin for chat room

We already have had the site modified and the chat room works. It uses an API with very simple coding. The problem is the developer we had do it, did not do it in a plugin, so every time we update the site, the work gets overwritten.
We need the existing chat room link on the site, and its API code moved into a plugin that we can use to re-install it every time we upgrade joomla and Membership pro.
Requirements:
1. write a installable, stand-alone plugin for joomla
2. plugin will use API code from existing chat room.(or modified if you deem its needed)
3. plugin will allow administrator to create a "menu item" using joomla to create links to this chat room anywhere on the site.
4. must not modify any Joomla or MembershipPro files to obtain result.
5. create database tables as needed on install of plugin to asure it funcitons properly
6. uninstall of the plugin should remove any database tables created by the installation of the plugin.
to get an idea of the scope of the job, the chat room already works and uses four files. 2 files contain less than 170 lines of code, and the other two have less than 70 (with one of them only having 11 lines of code)
this is a simple job to migrate that code to a component. $50-$75 is the actual budget.
