I can write a script that throttles the bandwidth of clients using the Unix bandwidth control tool tc. When a client connects, the script will capture the client IP address and add tc (traffic control) rules for that IP address on the server. I can also provide a Web GUI to manage the upload / download limits. I already have a python script that monitors the bandwidth of clients(based on IP address). If interested I can show a demo of this. I have 5 years of experience in working with Ubuntu / Linux.
