Experienced and Creative SLACKBOT builder needed

I am looking for a Slackbot builder that can create a slackbot that will allow for a query each time a channel is opened. It will ask the team member if they are working on the project (channel) then if Yes it will start a clock. In 15 minute increments, it will ask the team member if they are still working on it (yes/no/pause). If answer is yes or pause, it will continue to ask in 15 minute increments. This needs to effectively track all team members time on each project (each day, each week) and needs to be accessable by team manager. It needs to be able to track multiple channels being openned at once (a team member may be working on same issue for both Channel A and Channel B for example; we would need to track both being open at the same time). We would have the ability to see daily, weekly and monthly reports with total each member has spent on projects (channel) and time spend total on each project (channel). It would also alert the Team Manager on a daily basis of time spent total and per team member and per task as well as the ability to generate daily, weekly and monthly reports of the same information.
