Data Mining Screen Scraping Programmer

This project will consist of the development of 1 or more separate data mining utilities; create a user-friendly control panel tool to start/stop/store credentials/change variables/map values/etc. Program tools for data mining websites (all USA based civil courts) for public records information (specifically eviction records). Navigate the websites' search features (format often varies in each jurisdiction although there are several major system designs that proliferate); create a server-friendly presence that does not over-power the source website; monitor terms of use agreements for changes (we have to stay compliant with sites that restrict use of the data for commercial purposes); randomize and reduce time between queries in order to avoid IP blocking; employ VPNs when needed to prevent foreign-country IP blocking (our servers are located in the USA so this shouldn't really be an issue); check the site for formatting changes that require updates to the tool; easily accessible code that can be modified by other programmers; the tool(s) must run on a Windows 2008 Server. Typically search queries are based on either a date range or a case number search (alpha-numeric), sequentially, with a programmatic stop point on each run of the tool - ideally the tools would be set up to run automatically, with error reporting if the tool encounters values out-of-bounds or formatting changes; email notification of program crashes or a need to update the code. The ideal candidate would have strong programming skills including the ability to document all of their work for easy reference by other programmers or technical staff.
