Custom Wordpress Plugin Development - Menu Building with Show/Hide on Specific Pages

I'm currently redesigning and converting the [url removed, login to view] site to WordPress (progress visible on [url removed, login to view] ). However, there's a tricky navigation pattern in the sidebar of content sections and above the content of some of those pages that isn't easy nor light on performance with existing plugins I've tried. The current one I use show/hides widgets based on the page. However, 40 widget menus are adding 2-3 seconds to my load time and creating them is harder for non-technical staff.
WHAT I'M LOOKING FOR:
I need a custom WordPress plugin made that does the following:

-- OPTIMAL PERFORMANCE FOR 200+ MENUS! Use caching or clever database schema or whatever.
-- Utilize a lot of the WordPress Menu style UI and basic functionality.
-- Only show list of menus made with this plugin (do not include Wordpress Menu saved menus).
-- New Admin section with two pages - Sidebar Menus and Sub Section Menus.
-- Sidebar Menus: two menu lists to build per saved menu set - "Guide" and "Media".
-- Functionality in customization and drag/drop building very similar to Wordpress Menu.
-- Sub Section: simple one menu list that borrows a lot of functionality from Sidebar Menus.
-- Show menus only on specific pages:
------ Sidebar menus: Choose a parent page to show menus on (including all its children pages - forced not optional).
------ Sub Section: Choose individual children pages of selected parent page to show menu on.
