Create a platform using Python or equivalent (2) : login + project management + chat + settings

Hi, I would need you to build my platform, this is the first phase of the project since we will add more features (APIs) after this 1st phase is completed. Please code use Python or equivalent. I would like these features for this initial phase: 1) Login 2) Project management In each project the user has access to a chat 3) Chat 4) Settings There are the: USER and the AGENCY USERS can chat with different AGENCIES AGENCIES can chat with different USERS 1 USER chatting with 1 AGENCY within one chat Please share your proposal including delays. Note: I want a nice chat with a very user friendly UI. The platform must be for desktop + responsive for mobile and tablet. It's a web based app (SaaS).
