Build a wordpress plugin to show custom sales notification

This is what I want to be developed : [login to view URL] But I don't want it to be for woo-commerce but wordpress in general. This plugin will show any custom message which the user wants to show and should have following features : 1) custom photo or shopping icons on each message 2) show x number of times on each page or keep showing non-stop 3) ability to load custom messages (a visitor downloaded this, an agent just replied to a ticket, 3 visitors visited this page, someone shared this page on twitter etc.) 4) message could be shown sitewide or per page / post 5) multi-language - show message in any language 6) work on mobile - should work on mobile phones too (mobile responsive) 7) auto detect address - should be able to detect visitors ip and get the city and country name 8) option to hide - visitors should be able to close these messages (once closed do not display again to him) 9) per visitor - show x number of times to each visitor (use cookie or something) 10) links in them - messages should have links in them and should be clickable (configurable too) 11) different location and size - different size of boxes and can be shown at left bottom, left, top, top right etc. Only those who have created a complex plugin before (and multiple plugins) will be allowed to develop this. First time won't be entertained so please do not bid. Although I will be allowing a max bid price of $1000, please think about your price before you bid. I need quality not necessarily cheaper work. Development time will be one month - two months, and will start from 2-3 weeks from now as I am busy with some other projects. Regards,
