Build Me business directory website and android Mobile app

I need a website and mobile app of the directory of Enterprise... below are brief features; 1. Ability to know that an individual has changed his geographical location and has stayed in the new location for 24hours or more and send specific message to such individual. - After doing this, the App should be able to send message to that person telling him that he has stayed in that location for more than 24hours now. Hence, may need some essential service providers like supermarket, barbers, the list of restaurants and eateries in that new area (which might be new LG, new street, new state etc) 2. Ability to search for LGs, streets, area names, states, enterprises/businesses, phone numbers, services, service providers and any other relevant key words on our mobile application with each search coming out with full information that may be required, e.g. if a local government is searched for, it should come out with a prompt button that will ask which area and what categories of enterprises you want to search for and also provide a list of same. 3. Ability to register new SMEs[ business 4. 4. Ability to de-list and re-add listed SMEs registered in the application as situations may warrant. 5. Ability to send tailored messages including pictures and videos to listed SMEs category by category or all at once and to the general public whether or not they are on internet connectivity. 6. Ability to send premium payment reminder to those SMEs that are defaulting or that have been deactivated. 7. Ability to activate visibility of listed SMEs phone numbers or deactivate them and tag them premium and free enterprises respectively. 8. Ability to change status of listed SMEs into Top list or ordinary list respectively. 9. Ability to make some/an SMEs appear in one area or an LGA or in a state or the whole Country. 10. Ability of an effective payment and confirmation system 11. Ability to post text, pictures, and/or video messages to specific SMEs, General SMEs or General public by location specification. 12. Ability to detect double enlistment of SMEs and make corrections on the mobile App or website. 13. Ability to extract target or specific groups of SMEs and send flash messages, sms, e-mails and call to them. 14. Provision of an ICON and space where Job vacancies will be posted. 15. Ability to add and delete additional information sections for the listed enterprises. 16. Ability to program flash message, sms, e-mails to be sent to target categories of enterprises automatically at specific dates and times. 17. Ability to program visualization of phone numbers, more info about us and expanded listing in state or country to be visualized upon payment and devisualized at expiration of payment. 18. Ability of the search engine to suggest and auto complete search words that could be found in it’s data before it is typed finished but to start with the Enterprise ICONS 19. Provision for Personal Account management button where the enterprise can manage their premium packages. 20. Ability to see statistics of our website visitors and mobile App downloads.
